Mike Bullock has a BSEE from Lamar University and a Masters in Engineering from the University of Texas at El Paso. He worked as a satellite systems engineer for most of his 36 years in the aerospace industry. For past seven years he has worked as the Transportation Chair for the San Diego Chapter of the Sierra Club. He has presented on Climate and Climate Mandates on Regional Transportation at meetings and conferences in his region.
His paper defining a car-parking system that would unbundle the cost of parking to increase economic fairness while it decreased driving was published by the Air & Waste Management Association (AWMA) and presented in Calgary, at their Sustainable Land Use & Transportation Session, at the Association's 103rd Conference and Exposition, in the summer of 2010. It was also presented in Guadalajara at the Towards Carless Cities Conference. He has written and presented 2 additional papers at AWMA, the latest being, The Development of California Light-Duty Vehicle (LDV) Requirements to Support Climate Stabilization: Fleet Efficiency and Per-Capita Driving., presented in June 2014.
