OSHA systematically prioritizes inspections by imminent danger (a hazard that could cause death or serious physical harm), fatality and catastrophes (Fat/Cat), complaints, referrals, follow-ups, planned or programmed investigations. While planned inspections are from activities such as national emphasis programs and local programs, inspections by references occur when an outside entity informs OSHA that there are unsafe acts or conditions that compelled the outside agency to contact OSHA. Complaints occur when an employee reaches out to OSHA to investigate an unsafe employer or conditions.
