Is your organization planning on having a change in your payroll frequency? Possibly your workplace has grown too big to manage weekly payroll now, or a particular payroll cycle has been made the norm in your industry. Irrespective of what the reason might be, the task of changing the payroll frequency can be a very difficult task, and if not done with detailed and careful planning, it can turn out to be something much more than a nightmare.
Most states permit changing of payroll frequencies unless it is done strictly with the motive of avoiding overtime already worked. However, it is a difficult and laborious task and must be handled with caution and an enormous amount of research and preparation. Prior to making the decision of changing the payroll frequency, you need to address the compliance issues such as – Are there any employee notifications needed prior to the change being made? And does the state permit the frequency?
Besides the compliance issues, there are other problems that deal with fringe benefit accruals, employee earnings, timing and systems. For example, deciding when to implement the pay frequency change can impact a myriad of other issues including the impact on issuing Forms W-2 if done prior to January 1; the effect on salary employees if done mid-year; and calculating fringe benefits if they are based on a time frame such as a per payroll period.
