The United States Congress has proposed two new laws, the Personal Care Products Safety Act and the Safe Cosmetics Modernization Act. While both laws are intended to provide greater regulation and oversight of personal care products distributed in the United States, the two proposals vary significantly in their reach and terms. The PCPSA has been endorsed by the Personal Care Products Council, while the SCMA has garnered the support of ICMAD (Independent Cosmetics Manufacturers and Distributors). Regardless of which law (or rewrite thereof) is passed, these bills represent a shift toward regulatory oversight of which any company involved in the manufacturing and distribution of personal care products should be aware.
